I was wondering what time period the uzeil was created. i checked on sarna but i couldn't see it there.

Pretty sure the stock Hunchback can be reconfigured to mount twin PPCs, at least unless they've changed a lot since the developer's video.

I know it's not the same, but that is where old Uzie got so much of its charm.

i think your thinking of the Catapult K-2..., which is also pretty much the same thing.
(But not ugly)

The Uziel is first produced in 3063 by the Lyran Alliance.

The best place to find the release date of any variation of any 'mech (or other piece of equipment) is HERE

Nope. It's not an official variant; there's enough critical slots to go with the beam hardpoints in your arms, assuming you get rid of the giant autocannon to make some weight.

At 7 tons and 3 critical slots, the PPCs are actually pretty easy to fit on things.

That's right also the pics from the Mechlab shows the Hunchback able to do so, still some free space for the head small laser or a lightweight ballistic on torso.

Of course then maybe it lacks some of the speed/heatsink abilities from original Uziel but still pretty close... Or just buy a Swayback variant and fit those in the torso :D
