Title says it all, here is a video:

I thought that was weird, or is that normal for disconnects now? Is the first one I tried to headshot this patch.

Yes it is normal for disconnected players to not be able to be headshotted, that way people don't unfairly earn achievements

That is strange, because I have headshotted quite a few DCs before. Maybe they should just make it not count for the achievement instead of this illogical solution.

It's not uncommon for DC's hitboxes to be out of place. Nothing to do with headshots in general.

DCs tend to have really wonky hit detection. not all the time, but common enough. You usually end up having to shoot them in the wrong place to get the job done.

In the video you actually DO damage his cockpit while you're splashing lasers around, so his hitboxes are not where you think they are, and his head is not invincible, just misplaced. You are the server are probably seeing the mech in slightly different location or orientation.
