Do you Encounter enemies with multiple ECM in their group your BAP has no effect until the number of enemy ECM and friendly ECM/BAP is even or higher on your side (and the ranges fit).
BAP stacks wth the Sensor Range Module, increases Target Information Gathering Speed and detects shutdown Mechs inside 120m around you if possible.
Friendly ECM also counters enemy ECM when you switch it to ECCM mode (also 1 ECCM counters 1 ECM).
As ECM is very mighty it was common opinion that BAP + ECM should not stack on the same Mech.
That means you get any Bonus from your BAP but not Counter-ECM if you have also the ECM module equiped.
As long your ECM is working its setting (ECM/ECCM) will overwrite your BAP and only if your ECM is destroyed your BAP starts to work countering enemy ECM.
If you are with Teammates your BAP and their ECCM will stack.
If you want your SSRM or Artemis-SRM work it is a good idea to equip a BAP, for Artemis-LRM it is not that urgent.
