Is there a time limit on when I can buy a founders pack? If not will I be able to buy a founders pack the night before Aug 7th?

According to Russ at least till July 15 to buy any of them. Then if you want to upgrade till before the August 7 launch.

In other words, what Johnny is saying is buy the $30 one now, and save your money so you can upgrade before launch.
