Or has this game completely devolved from any strategy beyond just rambo rushing and mashing the trigger until you explode?
The level of mindless rambo rushing spamfest is at an all time high.
I used to remember games where using your brain instead of your firebutton was the prefered method of play..
Before the clans came anyways.

You're right to a certain extent and there's a few things that can help explain this:
1. Poptarting becoming less popular, so there's less ranged fire deterring you from closing in.
2. The high speed of stormcrows and timberwolves which are both popular and extremely powerful. Makes it easier to get into range faster.
3. Disparity between the range of clan and IS weapons forces the IS to try to get close.
4. Clan XLs not dying when losing a side torso which doesn't cause them to fear getting up close and dying nearly as much.
