My finical adviser (The Wife) figures i should be able to build something around $800. I am considering dropping the monitor, I do have a 32 inch LED TV at i am using as a monitor for my laptop. The downside is that the 635 is not active through the HDMI connector only the Intel 4000HD. it sucks but i deal until i can build a desktop again. I am looking to go with higher settings also.

I seem to have a curse w/ Intel, i don't know what it is. they never work for me very well. even with premade computers.
"Unable to verify the Raidmax ATX-402WB ATX Mid Tower Case and the Cooler Master Hyper 212 Plus 76.8 CFM Sleeve Bearing CPU Cooler are compatible."
That is the only thing that kinda makes me nervous, I will just to research before i buy to make sure it fits, unless anyone on her can say it does :)

There's 1 build with that case that uses a 212 EVO, a Newer Design of the 212+ that should be the Same Size, Should Fit but would likely be tight:

My finical adviser (The Wife) figures i should be able to build something around $800. I am considering dropping the monitor, I do have a 32 inch LED TV at i am using as a monitor for my laptop. The downside is that the 635 is not active through the HDMI connector only the Intel 4000HD. it sucks but i deal until i can build a desktop again. I am looking to go with higher settings also.

Antec Cooler review Low cost AiO Water Cooling, haven't used it personally but the only real drawback I hear about is that the fan cannot be moved, compared well in the review with other low cost single radiator water coolers
AMD FX-8350 4-Module/8 thread Cpu review Matches the performance of the I5-2500k at base speeds (what I use personally)
ASRock 990 review SLI/Crossfire with M.2 support whats not to like
PowerColor Radeon R9 280 review Beats the 650ti boost I run easily
BitFenix Comrade review A nice looking Decent interior Case for cheap

Other thoughts.... The hard drive is just a cheap 7k rpm 64mb cache 1gb drive if you can afford the added expense (~$100us) also get a 250 gb ssd (MWO patches so durn fast on an ssd compared to a HD, doesn't help much otherwise), the power supply should be replaced with a 650watt unit if you are wanting to place a second card into the system later. The OS cost could be lower if you bought it from a discount site.

To be honest with the new 300 series cards sporting HBM from AMD coming soon, plus their new Zen CPU core redesign (finally going away from module design (calling them cores is just marketing speak, they are a module that handles two threads/aka hyperthreading of a different sort)
Spoiler

It may be worthwhile to wait if you can for these things to come to pass as the hope is that they will shakeup the status quo of intel/nvidia (no I am not an AMD fanboy I personally run Intel/nvidia but competition is needed). Also, DX12 (if they ever patch it into the game) will help tremendously with fps on AMD CPU's as the rendering done by Direct X would no longer be single threaded. (As shown here)

Just my two cents.

EDIT: 300 series not 400 as originally stated
