I think this is a new variation on a previous feature we once had.
Any Scout that is first to designate (a, b, c, etc) and fully collect all the detailed information will collect an xp and cbill bonus but ONLY if that scout is the 1st and only mech to see the enemy unit.
This means that if a scout sees the mech and no one else on his team does when the weapon loadout is collected the award is given.
The moment a mech is seen by another friendly that award is no longer available to anyone.
I believe that this will cause both teams to disperse their observation assets quickly collect intel form a plan from that information and the scouts return to the mob.
