Heat Management in MWO needs a heat scale like CBT?

Boiling down heat management to be just a "shutdown management" is lessening this game considerably, and may be responsible for a lot of issues this game has. If the heat scale had existed from the start, then maybe the dev had realized and accepted that stock mechs are simply way too hot and fixed their heat system months ago, instead of forcing everyone to customize his mech by removing guns and adding heat sinks (and sometimes ammo).
Heat Management as is is basically just a renewable ammo system. You fire until you run out of ammo (e.g. reach your heat capacity), and than wait until you have regenerated ammo. Real management of heat penalties does not happen, making trade-offs between "take a shot now to risk lower speed and maneuverability afterwards" doesn't happen.
And it pains me to see that so many just say "LOL; learn to manage your heat better", not even realizing that true heat management in BattleTech would entail and they are just playing with a fancy ammo system, not much more than any other FPS has to offer.

My problem with the overheat function is that you can't Override it BEFORE it shuts you down, so it's practically worthless.
