It's not supposed to. That's what the ER PPC is for.
The LBX is to rip their unarmored bodies apart.
It's also not meant to fight alone.

The stock summoner is a raider.
You use PPC as your harrassing weapon, LRM's for solid locks, and AC's for when you get up close.
Keep in mind though, it is NOT a timberwolf. It is not meant for all out weapon vomit. Its meant for hard pushes on flanks. Its arm cool down quirks makes its minimal weapons effective, and its 5 JJ's makes its utility as a brawler decent, but you do NOT have the armor or the weapons for sustained front line engagements.
Play to its strengths and its a good mech, even in its stock config. But if you don't, your going to be very frustrated VERY fast.

Most of you are talking theoretically based on lore and BT and stuff.
What I am saying is that as a trial 'mech that new players can use in the game of MWO it does not have enough ammo and they will run out fast.
To put it another way if you were to actually build your own Summoner based around an ERPPC and an LBX10 you'd probably put more than 1 ton of ammo on it.
To put it another way the IS trial 'mechs are not stock any more for good reason (remember those days?) so I don't know why the Clan trial 'mechs are.
