It's a magical way to rate your powerlevel.

ELO was a fairly popular '70s rock band.

It's also a rating system created by a chess player of the same name and used as the basis for a rating system in many different games.

Basics are you start at a particular rating, and when you win, your ELO goes up, and when you lose, it goes down, based on the ELO of the player you played against. In games like this, it's a bit muddier, but it works in a similar way.

Ideally, it's used to balance games. Each player has an ELO in each mech class (Light, medium, heavy, and assault) and ELO is used to help balance matches.

Example ELO balance of a 4 man match:

Team 1 has 4 players with the following ELO scores:
950
1102
1231
1427

Team 2 has 4 players with the following ELO scores
1081
1157
1201
1311

This game has a net ELO imbalance of -40 (if this were a 12v12 match, that'd be considered very good, in 4v4, it's still not bad)

It is important to note that the matchmaker takes several (at least dozens) of matches to move your Elo score to where it should be, and even then it's going to change if you start leveling up a new mech or even just become a better player over time.

Elo - your best friend if you are a baddie.
Elo - your worst nightmare if you know how to play.

Elo is a systeem for calculating relative skill of a player.

It is relative becouze in a no game elo cant be measured precisely so yes it is relative.
