It seems to me that 1 out of every 2-8 ppc hits, still fail to register. It's a significant ammount of damage that fails to apply. PPC hit reg has been an issue practically since clan release. How is this not yet fixed?

Shooting at Disconnected players will have unexpected results... and that's from the Devs stating as much. But Hit Detection has been wonky since Patch.

Yes, there is something wrong with the hit reg. I was firing on a Dire Wolf from the side as it backed away from pursuing mechs. So very slow D-Wolf target, me firing from 200 meters to port and the PPCs were jumping left at the last second for a total miss. I gave up and just fired the PPCs into it's side torso.
Other than that the 2xPPCs I use never hit like an AC20, usually the target mech's armor just flickers. I never get a kill with PPCs either, Lasers yes, easily. PPCs almost never and this is very different from say 6 weeks ago before the speed reductions.
And you must know that PPCs are about useless past 300 meters now on any moving target. Either speed them up to some reasonable long range competitiveness or get rid of the minimum range. It's not balanced to have a weapon that you need to be within 300 meters to use have a 90 meter minimum range. Be honest with us please.

Seeing similar thing here too. Took out my 3 PPC AWS-9M this morning and chain fired three shots at a timber wolf from about 250-300 meters - first one hit, second went through with no visible effect and no reticle hit detection, third one hit.

With out a doubt this is an issue. I had a friend in a highlander while I was in a Warhawk. My first shot from 300 passed right the center of his chest and hit a wall behind him. The second shot registered a CT hit. My third shot passed through his chest again, but my AC registered an AC hit.

I seem to notice it 100% of the time with repeatability that if you fire a 2nd PPC shot very close (within half second to a second) of the first PPC shot, it will not register.
On the few mechs I have more than 1 PPC equipped I no longer fire them as a pair or directly right after each other. I space the shots out about 1 to 2 seconds and I see the 2nd shot register.
Feels like the game engine is throttling the damage to zero on the 2nd hit. Too bad it doesn't seem to throttle the heat I get from firing the 2nd one. Go figure.

This is definitely happening quite frequently and I hope PGI look into these "ghost" PPC shots.
For me they usually happen when you fire a 2nd one via chain fire with the 2nd hit not registering at all. It's even apparent in the testing grounds so it's not just an issue with the live game.

It's an issue with slow moving projectiles. They should balance PPCs by making them have a 3000 m/s travel speed and a 6 second recycle time. That way they don't sync well with other weapons and they don't work at close range well. (recycle time).
