Clan Arm Actuators?

Why do clan mechs lose their lower arm actuator or hand actuator if they load a Ballistic heavier than a MG, or if they put a PPC in their arms?

Most of the time, there is plenty of room left to put that actuator in there, why does it get locked out?

Doesn't make much sense to me.

It's easy to get around, at least for mechs like the Summoner. Just like the Victor with an AC20 in one arm, as long as the other arm has a lower actuator you get left and right movement out of it still. So load one arm up with that ERPPC and put lower actuators in the other arm and you're good to go.

It's a random TT rule that was added because of reasons. That's about it, really.

The hand and arm actuators might provide the arms with 10 hp in additional internal structure.

I think a PPC or an autocannon might count as 10 hp in internal structure. Its limited to cap the internal structure hp a person can gain by mounting components?

Wait, what? Components do not add hitpoints to the structure.

Couldn't it also stem from the fact that Clanners disdain melee combat?

The opposite, in a sense.

15% of crit damage is sent to the IS. I'm not sure if Actuators have 10 HP, or an infinite pool, but they certainly count as crits according to this picture:

As a result, the AC20 can actually deal 29 damage because 60*0.15=9 if you roll those 3 crits.

Yes, I believe Karl confirmed that actuators count as crits.
