Actually not new to the game but there's one question i have. When i got NARCed and shutdown my mech, am i still lockable??

That is a good question. I believe the answer is yes, they can lock onto you.

Yes they are still able to lock on to the narc projectile even if you go dark.

Think of it this way: the beacon attached to you does not draw power from your 'Mech's reactor, but rather from its own, internal power supply. Why would it stop broadcasting when you shut down?

Unless it has been changed recently, it does in fact draws from your mech. So shutting down turns off the NARC.

I narc'd a summoner and he had gone into shutdown. He was still locked and still getting pummeled by LRM hailfire.

Shutting down has saved my life more than once, but by that time I only had one leg and armour was stripped every where but I lived, for about 5 minutes. But yes it does work.

OK I have something for everyone; if narc still marks you while you are shut down then the building that a narc is stuck to should light up as well from when a narc misses and hits another object on the map. Yes I am talking about false signatures but it would be a benefit of hitting what you aim and also lrm boats learning signatures (in other words adds a little more skill to a system that doesn't require as much as others).

Why the confusion ?
Once you are NARC you are screwed...

You either:
1. Run to the nearest ECM stick with the fellar for next 30-40secs.
2. Find the best cover you can find like a big building or bridge and again wait 30-40secs.

These are the only 2 things that can stop you from getting LRMed when narced.
No shutdown does not stop it.... Should be obvious the first few times you tried it and the RAIN does not stop.

Seeing how it takes seconds to get a lock and you 'lock-on' a mechs..... Yup.. You can see yourself it a mech because it appears in that window on the right. I don't really see your idea going anywhere.

But then again... LRM lovers are probably lame enough to LRM at anything they can get a lock-on, even if that thing happens to be a indestructible building or car.

It is unfortunately the best I can find at the moment. Notice the Kitfox @ 7:29. A second later at 7:30 the pilot NARCs the Kitfox. The Kitfox overheats and shutsdown. As you can see, he does not yield the NARCed sign until he power back up.

Does not work .. can confirm... its a fact, shutting down does nothing to affect NARC.

Doesn't matter if you are lockable or not, only way to tell that you are narced is to see missiles coming after you, and if you shut down they'll keep coming at your last known location, i.e. exactly to where you shut down.

Try shutting down in mid jump.

As a narcfox pilot i should say that..... you can NOT escape from the narc... even when you are powered down.!

Just tested in private lobby. I was incorrect, shutting down does not remove NARC.

Doesn't work, we tested it with simple LRMs without TAG/Narc/Artemis.

What did you test with, a Highlander with 1 JJ on a hill? I'll gladly admit when wrong, but this isn't it. Dodging vanilla LRM by shutting down from mid jump isn't only well known, but pretty easily done.
