User.cfg File Not Working Again? I Havent Played In A While

Game is playing like crap. Movement is jittery, impossible to aim, FPS drops all over the place. I thought I had this worked out in my CFG file but Im not sure whats going on.
here is my cfg file.

All but a few commands have been disabled, but make sure it's a .cfg file and not a .txt file.

user.cfg hasn't had an effect on my game for awhile...

I have to put all my stuff insystem.cfg.

Which is only 2 things, FOV to 75 and film grain off :lol:

Putting a FoV setting in my user.cfg works fine.

About all I can confirm works in .cfg is FOV which I set to 90 and removing cockpit glass. I have it set for no film grain but i don't notice that does anything.

FoV and cockpitt glass still function. I changed the video settings within the game and it corrected the problems.
