Aha, yes, now here's the thing. That whole 'mechs designed to be customized part'? That's completely wrong in terms of lore for the BattleTech/MechWarrior universe.
Being able to customize a mech so much, and 'merely' being restricted weapon type slots, is something to please players used to lots of customization options.

In terms of lore the Inner Sphere has these automated mech factories, which are for the bigger part no longer understood. They know how to keep them working, but that's about it. At the current moment of the timeline they are starting to understand this tech again, but actually customizing a mech is something that is done by only the greatest tech wizards and is what gives rise to those awe inspiring unique Hero Mechs.

And just to illustrate the point. One of the most well known Hero/Customized mechs is the Yen Lo Wang. Which had the almost unprecedented customization of having that AC/10 in its arm upgraded to an AC/20, and sacrificing its LRM10 missile launcher for this to free up the weight. :blink:

So yeah. The whole quirk pass is actually trying to tease players back towards more lore specific mechs. And it does this in a wholly positive way by only using positive quirks, and not by invalidating customizations that were previously possible. For some people though this seems to mean that you must milk these quirks for all they're worth otherwise you're not meta enough, not doing your utmost to win and you might actually be just playing a game. But as most quirks affect mechs that were already considered completely non-meta I don't really follow that line of reasoning...... :unsure:
