"All Clan and IS PPCs now have a 7.0 heat scale multiplier."

what does this means exactly?

What was it before, is it a nerf, is it a buff? is that "ghostheat"? i dont get it, sorry.

The heatscale multiplier is used in the ghostheat-formula. It's weird math for a weird system, though, don't bother with the details...

The point is: IS PPC had it on 7 already, IS ER-PPC and C-ER-PPC had it reduced to 7 so it is a slight buff for ER-PPCs if you want to fire more than 2 at once. It has no effect on one or two PPCs firing, whatever kind.
