I was creeping up in the light bracket. Then I decided to buy locusts I have 3 through basic and 1 elited, but my elo has slipped enough were my locusts are feared. LOL I have stopped seeing names I recognize.

sweet... 8 flamer, 6 MG direwolf inc.. i'm really doing it...
Ok, I did it, and you know what, we won..... wtf.
Ya know, flamers really shouldn't generate heat on the mech that is firing them, they are such a crappy weapon to start with, that putting heat on them makes them worse on you than the enemy. .... what was pgi thinking?

An elo non-reset would be hell for the top bracket. Can you imagine the top bucket having to carry every single game if they want a prayer of winning?
Really what we should have is a no Elo queue. And then when there is a tournament you opt in and go to that queue.

Maybe you could switch to your unused weight class for a few weeks and let your favoured weight class drop in ELO?

There is no Elo decay.

Where did you read Elo decays to 0 after a month of inactivity? I really don't think that's correct.

Like most of the fine details of the game it is absorbed from blog posts and forum pages that I read over a year ago. While I am certain this is the case it may not be so.
Also not actual zero but 2300 or the effective 0 of ELO.

2300 is a particularly high ELO in this game.
Newbies are started out at 1500, which is around the middle of the bell curb, possibly slightly to the left.
PGI has tweaked the math a bit to work better for MWO, it's described somewhere in the depths of this forum, probably by Karl Berg. It was once mentioned on NGNG by Bryan that ELO even takes into account our weapons accuracy & damage stats, although I couldn't cite the exact episode.

This is why we need pve. So people can go stomp bots and goof around. Saying you want to drop your Elo so you can play against less challenging opponents isn't going to fly in PvP.
