when i read, for example,
jager dd
uac5 cooldown 7,5%
ballistic cooldown 7,5%

is it a positive quirk or a negative quirk?????????????

BECAUSE IF IT IS NEGATIVE, THE WHOLE SYSTEM OF THE QUIRKS IS COMPLETELY USELESS AND NOTING WILL CHANGE

Wow.

It's a positive. And they stack. So any ballistic gets 7.5%, but the uac5 gets 15%

Quirks (and the Fast Fire skill in the mech tree) affect cooldown rate. The numbers are positive because they increase the rate at which your weapons recycle.

On the other hand, cooldown modules affect cooldown time. Their numbers are negative because they decrease the base cooldown time.

Both of the above modifiers are beneficial. At this time the game does not have any detrimental cooldown modifiers.

Example:
Adjusted Cooldown Time = Base Cooldown Time * (1.0 - Time Modifiers) / (1.0 + Rate Modifiers)

Fully mastered HBK-4G firing an AC/20, having installed level 5 cooldown module:
Rate Modifiers = 0.05 [Fire Fire skill] + 0.125 [ballistics quirk] + 0.125 [AC/20 quirk]
Time Modifiers = 0.12 [level 5 module]
Adjusted Cooldown Time = 4.0 seconds * (1.0 - 0.12) / (1.0 + 0.05 + 0.125 + 0.125) =
2.71 seconds
