weapon position on a mech could be a balancing mechanic, high places weapons are desirable for not having to stick your entire mech into line of fire.

usually you can enter a small laser the take the first hard point so that the Large would be in the desired second, but sometimes in saving the game will mix up the positions and need a re-fit. Other times its just not allowed, requiring a heavier weapon to take a specific hard point

It seems a dire wolf is not allowed to have a gauss rifle in the upper mount of the side torso even if the machine gun occupies the first hardpoint, it will automaticly swich the gauss to the lower hardpoint. However a PPC can be mounted on the outer fingers of the arm by instaling as the second and forth laser in between the first and third laser you instal.

ie. 4 laser hardpoint on the right arm for dire (4 corner formation)
1. TAG (upper Inside, weapon group 4)
2. PPC (Upper Outside, weapon group 2)
3. LARGE LASER (Lower Inside, weapon group 5)
4. PPC (Lower Outside, weapon group 2)

I can ease the arm around the right corner of cover to fire my PPC with right mouse button from right arm's outermost hard points and return to cover quicker limiting my time exposed to enemy fire.

Because we are not officially supposed to be able to influence the order/arrangement of weapons in hardpoints. What we have now is an unofficial workaround. The devs adding your "filler items" would make things official, and that's not going to happen.

If you're really that picky, deal with the loss of a few million C-Bills. Or, you know, buy a second chassis so you don't have to swap weapons around. That's why I have three SDR-5Ds and three JR7-Ds -- different setups on each.
