The motion blur you CANNOT disable is the blur that results from the following weapons:
- Missiles
No other weapons have motion blur, sooooooo...
When it comes to screen shake, that's another option you cannot disable.

It's also a valid tactic, as some weapons have very little use outside of causing this shake effect.
Basically, it's "working as intended".
Motion blur in settings refers to the blur you see on moving mechs, which is just an annoying effect that most people have turned off, as it reduces performance and looks terrible.

Whoever came up with that **** in the first place needs to be fired from whatever company they work for and never allowed back into the games industry again.

Bloom is used a lot to make games look legitimately better. The problem is when it becomes overused.

Look for costum user.cfg files or even better achieve the knowledge and modify/create your own.
I use the config from betocorp and have no annoying effects blocking my sight.

EDIT: The shaking screen can't be disabled i guess scince there is even a module to reduce the screnshake in the game.

Whenever you are hit by a weapon with force behind it, you're hit with the vibrations of that impact.
If you look at Smurfy's equipment page, note the Impulse column.
This is how much Screen Shake that weapons hits cause.
As said above, you can help reduce this with the Improved Gyros Module for 5000GXP and 2,000,000 C-Bills, which will decrease screen shake by 1/3.

EDIT - I bought that module. It works only well enough that you can tell that it's working - your vision is still blurred so the module is basically pointless.
Not to mention the football field sized explosions which are utterly ridiculous in their ability to blind.
