Is Ultra-Ac5 Cooldown Module, Or Jagger Dd Quirk Broken

I have noticed a massive difference in the firing rate of my Jagger-dd's Ultra-Ac5s since the patch.
I have the level 5 cooldown module, which combined with the quirks gave me a with a 27%+ cooldown bonus, which gave me an awsome firing rate.

However, now it seems to have gone back to stock. And it is definitly a noticeable difference, not paranoia. I took the module off to see if it made a difference, and put it back on, but the firing rate still seems to be the same.

Please investigate

Please disregard this post,

before the patch i had my ultras grouped a very specific way to maximize chain fire speed. after the patch, my weapons groups were jumbled up and some of them had been set to chain fire. Dont know why it did that, but i fixed it, and now i have my firing rate back. Should have been one of the first things for me to check.... but oh well.
