...do the faction themed colors transfer to all owned mechs or just those that are in the packs. I have already bot the resistance pack, and this would be an added bonus if it transfers.

Colors are always universal account unlocks.

Are these faction packs still due for December 16th?

The 16th is the scheduled delivery for the clan patterns and colors. The Resistance colors and patterns are probably going to be delivered March 17th with the Grasshopper and Zeus.
