Frozen City Ongoing Fps Issues

Got major issues with Frozen city and they are getting worse with every patch.
I get 100+ FPS on veridian, heck I get 60+ on mining collective, but I get 11-15 on frozen city.
The night version is fine but this is insane!

Hardware:
Radeon R9 200 Series video
AMD 8350 processor
16 GB ram
Windows 7 (64 bit)
Playing off an SSD

I've messed with my in game settings time and time again, trying both versions of DX and all detail settings with little to no change. What is going on here?

Yep, my FPS drops more on frozen city than compared to other maps, especially during the blizzard.

FPS issues seem to happy more often on AMD hardware, which Intel/Nvidea fan boys like to use as an excuse to call AMD hardware crap.

In reality it's just really poor optimization.
