How about this?

-All engine heatsinks are TruDubs (this doesn't include heatsinks slotted in on 275+ engines)
-SHS remain as is.
-External DHS are TruDubs.

All players get one free SHS conversion to every mech they currently own.

I haven't done the math, but this should certainly make SHS more attractive for a variety of builds, especially those at the sub-250 engine range, or Assault mechs that can't fit larger engines.

This all comes down to balance. The problem with taking tabletop to the big PC is things have to seem real. In tabletop it doesn't make a lick of difference what your "tick" speed is, so long as everything is set to that. Turn based combat is like that.

Realtime combat is much harder to deal with because if you make the "tick" 1 second the movement rates are ludicrous, and if you make the tick 10 seconds, the weapon firing rates are ludicrous. The compromise is limiting fire rates by pure heat and just assigning reasonable refire times to everything. Everything from the 1.4x heat to ghost heat has been done with the intent of balancing DPS from all weapons. If DHS went back to 2 like tabletop EVERYTHING would have to be rebalanced around it. That's a lot of work, and I'd rather see other content first.

Also, I really don't want to deal with 4LPL, 12 MPL clan mechs with even higher DPS than they already have.

If you take into account rate of fire increase one double heatsink should dissipate 0.5 heat per second.

With elite bonuses, up to 17 heatsinks still count as 0.2 ones btw.
