I think it's pretty clear, some mechs became a little better then they ought to have, and others are still lagging behind a few clear-cut examples.
The DRG-1N and FS9-A got a little more love then they needed. The Dragon 1N can pump out those two ac5's, just as fast as a direwolf can pump out 6. They have the same DPS. Either of these mechs with a decent pilot can come close to, or over 1000 damage per round. They are simply some of the most dangerous opponents, and highest priority targets on the battlefield. The FS9-A Vs. any other light mech in a brawl is a no-contest. These two, are probably the best I.S. mechs on the battlefield.
Being 'toned down a little' means a couple of % points off the quirks in my opinion, but PGI seems to have some sort of obsession with HUGE-changes-rarely, rather then the much-more-logical small-changes-often.
The Victors stopped being a tier 1 mech a LONG time ago, there are only reasons it was ever good: More maneuverable and faster then the other assaults, and it was one of the best pop-tarts.
Pop-tarts are (almost) a thing of the past. They got nerfed into obscurity. The Victor could use some quirks.
I find these to be the most glaring issues, but on a smaller scale I'd also say:
Buff the Atlas, it's completely out-classed by the DireWolf.
The Cicada 3C and Locust 1V got a similar 'style' of buff, the one-gun-wonder-sniper. I've played both and those they feel great when I pilot them, when the match is over I'm always expecting my score to be higher then it is. It seems like they aren't doing the damage they ought to.
