The idea is okay, I've seen it suggested before. But, I'd make it single use for 15k or 3 uses for 40k. You could also make it independent of the artillery/air strike countdown timer as well so two smokes could be popped but one would be real and the other a decoy.
It would be great to pop it into an enemy group so they start to flee at the same time your team charges in firing knowing that it was a false signal. However, I don't see this used all that much in pug matches unless there was a way that your team would know it was not a real strike.
