I don't know why this hasn't been done yet. Honestly a lot of the time players want to have fun and chit chat with their friends in team speak but are maybe working on something else and can't fully hop in game. Other times new players are just learning and want the chance to watch and learn from better players.
Why not allow a spectator mode similar to what is already available via twitch. Allow players to enter into a game in via top rated players high elo matches or on their own friends list.Put in a 5 minute delay or so to prevent players from abusing this to others benefit. Allow players to switch to anyones viewpoint or to move out to a roaming camera view so they an really get a idea of how games are played out. If players are really that worried about being spied on you can either add an additional delay or make it so that players have a 'non spectate' option. Where they are utterly invisible to spectators and cannot have players view from their cockpit.
Everyone wins. It would be easy to implement considering they already have this available for broadcasting purposes.

I really hope they add this to a Solaris expansion. No idea if they will add a Solaris expansion but it seems like a great idea so they probly will.

Its way too easy to abuse, have a friend tell you where the enemy is or even a second account.logged on and used as a spy. As fun as it sounds i really would hate it

PGI did indicate they were working of an 'after action replay' spectate mode.
- This would be pre-recorded gameplay and allow for nearly any view the camera can move to.
- Used for creating and editing video captures.
- Having many options and enhanced video editing tools. (slow motion anyone?)
The spectator elements we are seeing now are 'specialized' installs that allow for moderating team gameplay.
- Authorized and unbiased referees for match's.
So it will eventually arrive for the general populace, but not as you see it now.
