Fps Inconsistency

Alright to preface, I do run an AMD set up and I am aware that MWO is not currently well optimized for AMD.

However several patches ago I was getting 50-60 consistent FPS during regular matches. As of lately however I now only get 40 to 50 FPS with 60 being the high side. The core of the issue is that the FPS goes down to 20 or less and back up to 40-50 within a few seconds throughout an entire match.

I have noticed that the Mechlab and Testing Grounds are consistent high FPS but any game on any more has consistent inconsistent FPS drops that basically stop me from playing the game at all.

I have tried numerous troubleshoots such as changing video settings. I have set up a user config to disable glass and other various things. It remains inconsistent even after fresh driver installations.

Also I have noticed that while MWO is primarily CPU intensive I rarely use 60% on all my cores at any one time. Afterburner tells me that the GPU never breaches even 40% usage during a match.

Is this just MWO being poorly optimized or can someone help me out here?

They made this game as they could, and not what the game was supposed to be.
And their first mistake - develop a MMO game on CryEngine 3.
They must hire excellent specialist to try fix this mess (at least to try), but they even don't do this.
They will add features to the game but close their eyes on first and most important issue.

I know few guys from CryTek and even they says - almost impossible to develop a good optimized MMO game with these scales and aspects, using their own engine.
In my personal opinion - this engine is bad even for regular multiplayer games.
