I would think it would be the part of your unit leader, or at least command staff to approach other units and coordinate efforts.

We are a triumvirate. I myself take care of relations and most of the recruiting side of things, and Twisted Power is our minister of war. Markocius runs the back end stuff.
We normally stick around NGNG but have synced some with the Smoke Adders of late on Stranamechty. Below is the direct link to NGNG and we are in the sponsored unit lists just below the Winbourne Highlanders.
