The only ones that play seem to be 12-man units that made a date with another 12-man unit. Thats what people in the "normal play" chat have said.
I have 2 suggestions:
A) Strongly suggested: Made a number of player list in the planet finder. Show how many people are waiting (own and enemy). This way in low traffic-time players can find each other.
B ) Make a "matches at this time" counter. Lets say a CW matches start only at the full hour. That way people can play the other game modes and then look if they can find a match in CW in the minutes before.
That can easily be made shorter later on e.g. to 5 minute intervals (or disabled with very many players).
It is even possible to imagine that when there are very many players for one planet that in the 5 minute batches players or groups can choose to get matchmaked.
If you have 3 groups, then single droppers or 2-man groups will change the group in the drop based on ELO, if they dont click "I want to be in this queue"
In most cases a single player didnt choose it anyway and this could smooth out the players abilities (or input devices)
