Go to www.mwolobby.com. Register a profile there. Then have people join up. Select a room for a planet & let everyone who is fighting on the planet join the room. You can assign people to Team 1 or Team 2 so people can be grouped up depending on whether they are attacking or defending. That way even though you cannot see who is joining in on the game itself, you can still have some sort of coordination.
Whoever joins a room, say #5 for example, can set the title as "Leoben - 1 Attacking|2 - Defending". This lets people know that room 5 is for people who are looking to fight on the planet Leoben; you join Team 1 if you are attacking & Team 2 if you are defending. This way you can see in real time how many people you have ready to drop. If you can keep progress, you are less likely to quit because you are not sure how many people, if any at all, have joined you.

You can also post info that will let people who join after a battle has begun, to know that they will have to wait 30 minutes before they might get a chance to get in on that planet, instead of leaving them flapping in the wind. Twelve man groups will not need this as it caters more to lone wolves/puggers who just want to get in on the action.
Of course if anyone else has a better solution, I am all ears.
