No, you can buy the modules separately. However, you need all three variants to reach the elite skills.

IE:
Your XP for variants is based on the CT used.
So you will need to purchase all 3 to level the one you want all the way.
Example:
You can grab a Kit Fox Prime - and then modify it to any of the limbs - but using it will only level up the KFX-PRIME
Which means that your Kit Fox is locked in the Basic skills until you purchase two more - and level them up.
Which means that - except for oddball parts like the KFX-C arm there - you might as well buy the other variant for the parts, since you will need the CT anyways
