1st step is here;

2nd step is ingame you can buy Premium time for the previously purchased MCs. To buy the time you go into the "Store" Tab and select the upgrades (at least I think its called that) sub tab and there should be the options you are looking for.

You buy MC throught he website, just click on the MC icon at eh top of the page. Those MC are then used to make purchases in the store inside the game client. Premium time is under... Enhancers? I think?
