Or he's running an XL. Which, in a Hunchback, is pretty much the equivalent of sepuku.

If PGI gives the KGC with 6 ballistic hardpoints the quirks for AC20 and not the one with one ballistic per arm then I guess it might be for balancing reasons. Actually like others mentioned many quirks follow this path for balance.
For some reason PGI didn't want the KGC with the most secondary hardpoints (energy and missles) to get the AC20 quirks. Looks pretty obvious to me. And reasonable. So all variants stay somewhat interesting and different.

89.1 ("90") kph, but too many corners shaved for any long term battle contribution.
