He had also soem good bye words to the IS, where the last sentence is:

"Perhaps, one day, should mankind step back from the brink of the abyss, we, our children, or our children's children will return, to once more serve and protect and guide the Star League in mankind's quest for the stars."

So returning now is still within the conditions of impossible. Because IS not really had changed a lot.

I think he means "returning right now" AKA after they leave on the Exodus. So he says "we have chosen exile and we cannot turn and go back home at this time, but our descendants will return someday."

In that context, "us" meant those exodus at the time. Future generations were responsible for the return.

We includes the I, and so it would include himself as well. So the condition is still the bad situation preventing to return, and I am not sure if the situation is better. Probably not as in the dark age, yet still similar as he left.

Seriously all of us smaller units need to rally together. Come in under the Bandit Caste Umbrella, as Sub-Units that way you maintain all the Heritage of your Clan but have a Larger pool of Players to put forth a concerted effort. Now since they took the Clan Loyalist (basically a Merc of a different stripe) option away which would have let us gain Loyalty to each Clan depending on where the battle takes place. The problem is that the Big 4 have forgotten the Focus: Return to the Successor States, Clean House, Reinstate the Star League and its Defense Force made up of Pilots from all over the Known Universe, Stop the Petty Wars that have sundered the Successor States since we Left and concentrate moving forward as a species and using that energy once focused on war towards more beneficial pursuits. No they would rather fight over stupidities like 'You got some of our planets because you either attacked it, you were awarded the Planet because you fought off the invaders and the Clan it did belong to showed up in lesser numbers if at all or some IS House got it and you took it back!' Good! It stays in clan hands move forward! The edges of the corridors are going to be prone to switching hands but as long as the Front Push is Towards Terra everything is going as it should. No resources are lost and the 50000 cbills is chump change! If all of us smaller units got together our pool of resources (meaning Players) would equal what the Big 4 are fielding combined. If the map looks like a crazy patchwork of Clan colors what does it really matter which clan it is as long as its Clan. We are supposedly not in this for the money or prestige but to fulfill Aleksander's Vision of a United Humanity that benefits all of humanity.
