It should be noted that now that CW is upon us, where the design will clearly shine, it will be necessary to release both the Urbanmech and the Urbanmech IIC for balance reasons.

There's always a place in a tonnage limited environment for mechs that do a particular job at a lower tonnage. An urbie would make a decently weight efficient sniper even though it's less effective at it than heavier mechs, so if you're going for a stacked assault deck and don't feel like being a squirrel the urbie just might be the mech for you.

+45% cooldown on AC10
+45% cooldown on ballistics
+20% Cooldown on Energy weapons
+20% Cooldown on Small lasers
-20% heat generation on ballistics
-20% heat generation on energy weapons.

Here it is.
A 225 XL engine with one external double heat sink, endo + ferro, an AC/10 with 2 tons of ammo and an ER PPC, leaving enough tonnage to fully armor everything but the arms and head.
Armor values are not entirely accurate, but this is the basic idea, it's fast sniper mech so you want to frontload your armor, and arm or head armor isn't necessary on a Cicada.
Top speed is 100.2 when tweaked.

Funny to read that the UrbanMech is a joke?
Really? Considering the actual game play - the Panther is a joke either.
But its allready recognized by the Devs - so the max engine rating of the Panther is a 250. Making it as fast as the "Koshi"
Ok - you say that is not fast enough - well i think it is fast enough considering the PPC and ERPPC quirks it will get - looking at you TDR-9S
So the Panther would be a great addition for CW

Same could be said about the UrbanMech. Give it a 195 Engine Cap - should be enough for 14-15tons of weapon load - including 5t of FF armor, ES, XL engine and SHS.
making it small - and some armor quirks - the UrbanMech don't have to be a joke even when game play doesn't favour "light" mechs below 100kph.
