I need to speak to the Davion Leadership.

Who is it and how do i do it?

There's no consolidated leadership, but hop on the Davion TS3 and talk to the leaders of the various units.

As Brother Grim stated, House Davion has a collection of unit leaders that are working together on the Davion TS3 server to coordinate their actions. If you "need to speak to leadership" then you should contact any of the senior commanders of the units of House Davion. That will get you into contact with someone that can carry your message forward to the core leadership.

My guess is, he's noticed there aren't an awful lot of Davions on the invasion front and wants to ask for help. The thing is we're already helping, the FRR would be losing even more ground to the Combine if they weren't fighting us as well.

That didn't happen until after you took a bunch of their worlds, whatever moral high ground you think you have here doesn't in fact exist.
That truce of yours is nothing more than a convenient arrangement that lets your factions send more units to the Davion and Steiner borders. At least the FWL and the Capellans aren't pretending to focus on the clans, though it hardly matters what the Capellans focus on.

There's plenty of support on the Clanner front, just it's been focused on the Steiner side, they were getting hammered. Many of us have dropped periodically on the FRR border too but can only be at one place at a time.
