Number of variants in 3050- 2 (DVS-3 is 3058). That would be why; PGI has already stated that they are trying to get in Mechs that already have variants before they start on Mechs that would need PGI-created variants.

We already got the banshee and the king crab, so it's not really needed.

PGI came up with third variant for Enforcer, how is this case different?

2 reasons I can see-

The Enforcer is a premier Mech for a faction (Fed Suns) whereas the Devastator is not. It's a great Mech, but no faction can claim it as one of their go-to Mechs. You can also pretty much get the basic load out of the Devastator with a King Crab, so it's not exactly unique in the dual gauss Assault role.

The Enforcer is an old design, dating back hundreds of years. It is very conceivable in that a variant oof two were made that never went to full production but still were a little bit different to crop up. The Devastator is relatively new due to being lost and the main DVS-2 chassis has only been in production since 3048- thus limiting the chances of new variants being invented.

There are other IS Assaults that I think we'll see before a Devastator- Cyclops, Hatamoto-Chi, Mauler (still has issues with the 3 variants), maybe the Thug. Not saying that I wouldn't want the Devastator in the game, because I do, but I just don't see it likely for a while.

Its a powerful 100 ton Mech?

I agree with you we are missing out on a plethora of really good Mechs cause PGI made a silly rule of 3s.
