OP, you have three important words in your post. "New player" and "CW".
CW is best for units, and for CW to be for new players we absolutely need some more socializing tools, like faction unit browser or at the very least a faction chat. That will happen in time but right now until that newbie is actively looking for unit they have hard times, which is sad because after the beginner finishes his cadet bonus he could try a CW match or two - great rewards and usually enough people around to tell you what to do.

Lots of good answers, I myself believe its more like 400 matches to drop a decent 240 ton deck but only if you know how from the beginning, there is no path to clan if you choose IS 200 games in, you can buy in and I suspect a lot will if they like the play we may have hit a wall as far as knowledgeable newbies firing up their first mech, this is a very hard learning curve for someone with zero BT experience, if they fall in love and want to pay then yes it is a better experience in all ways.
I believe at this point is may be in PGI's best interest to favor the new with a few questions into what factions are before they begin, or for legit verified recruitment units to have a crack at them first, maybe they should be auto assigned to a unit, maybe that helps save the game.
It's just this evil bird on my shoulder, starting at the new meat and man he's hungry

So how is this addressed for the new guy to the game? If you do not buy in, how do you get in to CW? Is the new player to MWO expected to LTP from grinding solo? And then join a group based on what and then somehow get to CW.
Yes, exactly. Learn to play in the solo queue.

So your solution for any new player is directly to solo, that is already enforced anyway, but if the goal of the game is CW maybe he should be assigned a unit for training, maybe we need to force training, maybe we need to indoctrinate
