can anyone explain why it costs me C-Bills everytime i switch between them on the same mech ?

Paying the techs and the like for swapping the parts in and out.
It is not just some extra stuff on the launchers and ammo - but a whole knew computer and sensor system being mounted (and dismounted) throughout (almost) your whole mech

wow really ...... the message i get leads me to believe that i do not own the item , in this case the artemis system. which the king crab B varient comes with standard i believe.

The KGC-000b does indeed come with it.
In which case you would be paying for people to strip all the parts (computers+wiring+whatever) out.
After that - you would need to purchase a whole new set of launchers and ammo
(as you cannot simply strip the Artemis parts out of the missiles and the like)
Which may be what it is telling you that you do not have.
Though I may be messing the description up some - as that part of the lore is not my strongest suite.

Smurfy's website helps a lot with that - as it lets you test-build just about everything.
It pulls it's files from the game itself - so it is about as accurate as you get

Anything in the Upgrades section costs money to mount and dismount. Unlike other inventory items, you don't own them. You can't just slap them back on, like you do with a weapon.
