Are the colors included useable on any mech or just ones tied to the faction pack?

Colors are always usable on any mech, so yes, the faction pack colors are usable on any mech.

When you unlock a color it's always unlocked globally.

Patterns are the only things that are only unlocked per chassis (excluding one-shots, that aren't unlocked.)

The colors from the package will be usable on all your mechs but the patterns will only be unlocked on the mechs you purchase with the pack. (If you buy just the Panther and Enforcer package you will only have the patterns from whichever two faction content packages you choose on those two mechs, even if you buy the Grasshopper with C-Bills or MC later. If you buy the package with all four mechs you'll have 6 faction patterns [assuming you choose all 6 faction content packages instead of doubling up or more on a single faction] unlocked on all four chassis.)
