I've also reported him already for 2 games I saw him in. Take screen shots (or video) and report offender's name, date & time of incident, map, game mode, and any other relevant info to support@mwomercs.com.

Especially since such a person will - if you ban him - simply create a new account and carry on.
The Mech the person in question used was a Nova Prime, most likely a Trail Mech.
So what ever PGI wants to do with them, it has to be done automatically be the game itself.
How do detect:
First of all, if a player shoots teammates within say the first 60 seconds of a game this is a good indicator.
After this period of time it will become more difficult.
Possible counter-actions:
- reflect the damage back to the player dealing it
- heat-penalty
- weapons will become unavailable
- immobilize the teamkiller and give away his position on the map to the enemy team
- get creative, PGI. Annoy the Heck out of such people.

Also, players that have not played their first 25 matches should be more severely punished by the game then veterans in order to condition them better.
Oh, btw.:
The player in question did not only kill teammates, he also advertised a site which apparently offers game-hacks and cheats.
