I must be the oddity. I usually get in within 5 minutes, at most ten.
Maybe being a metaphorical stone's throw from the servers has something to do with it. IIRC PGI has a server farm in the GTA.

Attacker number says 60 not 60+ which means 5 groups 4 zones occupied by GB so those matches are in progress with GB defending (48 people) and 1 zone where GB is attacking (12 people) (priority placed to higher numbered groups). You have a full party but there are no "slots" available to drop only 5 out of 15 are "in play" (defending already owned territory doesn't happen as only taking back territory for free can happen). So you need to wait for either one of the matches to end or for more attackers to queue. The 60+ for defenders is probably a number like 120 or some other nonsensically high number. TLDR:
ATTACK MORE == WAIT LESS and more unlikely to face 12 mans (idlewind looks good, you will get a match there)

Ahh, Sadly I missed out on those old Gamestorm/AOL games.

Since attacking is generally no fun whatsoever, it's really not surprising.
How any game designer could have thought the current set up for the attackers is remotely "fun" - much less balanced in any way - is beyond me. Nothing like being forced to announce your presence early, then waste time on NPC's, then run through a kill zone as a target, and finally shoot up another NPC to really get people interested in attacking... ugh.
