It is not a failure- it's a great 3rd queue and a nifty game mode!
Trouble is, at present it is little more than that. Players cannot control who is in their faction, so any gains made by skilled/organized players and teams can be immediately lost by other players who happened to click on their faction.
If PGI were to implement Unit controlled territories under the umbrella of a faction, the possibilities are endless. (Might even have negotiations!) Until then though, it is only a 3rd queue and new game mode.. no matter what they do with it.
