What's The Deal With The Kurita Border?

It seems like we only inconsistantly are allowed to attack a Kurita planet. At this point, we have a broad border, and even a Kurita planet well behind our front lines. Does anybody know if the logic behind the attack options has been revealed?

PGI confirmed bug according to my inside sources.

Also explains why FRR can attack CSJ (although not adjacent) and we cannot attack them, as well as several other similar goofs on the map.
