Probably a silly question, but how are the attack/defend planets for each round of CW before the ceasefire determined? Is it random, set buy PGI at each round, or is it something that is determined by the decisions of unit commanders for units above a certain size (i.e. large unit commander gives order to attack planet x, and allies of that faction all also get contract offers available for that attack).

PGI decides what planets are up for grabs. Then the organized units from each House/Clan decide where they want to push. The Solo droppers and people not affiliated with the larger units (or don't read the forums) drop wherever they want.
