I am not 100% sure I understand your question. I am assuming you mean "when does the planet flip?" with "final value".

My proposal:

The planet flips at the ceasefire. (as previously) When the ceasefire hits, you count how many victories each side has. The side with more victories gets the planet. End of story.

People should not see how many victories each side has at the moment. Maybe how many battles took place, but not how they went. This way there is always a reason to fight for specific planets.

As a bonus: The ceasefire cycles, as the OP proposes. First day it sets in at 10.00 am and 10 pm, next day it sets in at 11.am and 11.pm and so on. (Completely arbitrary times and numbers here, just to point out how it is supposed to work)

This simplified system would do away with several stupidities of the current system:
1. Planet is already at 100%. More victories won´t get you any advantage.
2. Victories at the start of each combat phase mean nothing. Those directly before the ceasefires count more.
3. Cycling through the day makes it community warfare instead of american community warfare.
4. A handful of battles don´t invalidate a whole day of fighting. Especially vexing if these handful of battles are ghost drops against no opposition.


I have to admit I haven´t read the relevant command chair post yet. So a change might already be in the works.

Honestly I believe that 3 cycles in a 24 hour period would be bad, make it a multi-day period with a random un-revealed finish time. That way it takes care of the 2 biggest complaints about Cease Fire I have seen, first a longer length solves the issue I have seen brought up about how fast one faction or another advances, secondly having the time random and un-revealed prevents large groups from picking a specific time to hopping on before CF and mass dropping on a planet to either Flip it or prevent a flip.
