The actual video card name, and model would help a lot.
Also, lower your graphics settings in the game. Even on the lowest settings, the game is still good looking.

Check out the system requirements lab, a 3rd party service which will compare your system to a game's minimum or reccomended specs, and tell you which item isn't powerful enough for a game http://www.systemreq...temId=11548&p=r

If that's the PC he bought, the GPU does not meet the minimum specs to run MWO. He might have something else but overall the system may not meet the system requirements.

if it is you have an GTX 610 GPU, this is inadequate for MWO, also the processor and RAM are barely sufficient.
at minimum you will want to put in a better Graphics card preferably also more RAM, and possibly a better Processor and a Solid State Drive as well (about a year ago more RAM and an SSD massively increased the performance of my PC based on a 4 year old Phenom ii x6 CPU)

benchmarks say it is slightly better then the 560 I use and get 30+ FPS at high settings (admittedly with a better CPU, more RAM and an SSD)
as for RAM, at current you are sharing your 4GB with the graphics card, even with a dedicated graphics card you should see an improvement with more RAM, if you decide to do this you will want something like this:

bear in mind at minimum you want the same speed and capacity as your current stick of RAM, 2 identical sticks of RAM would be good if you can get them.
for an SSD anything 200GB or better added an a second drive, then just install games to it should help, a fresh install (or disk clone) of Windows to the SSD would be better.
the AMD FX processors are not that good for MWO, even the top end FX8 series are outperformed by the 4 year old Phenom ii chips like I am using, however pretty much any FX6 (6 core) or FX8 (8 core) series CPU should be a lot better than the FX4 you are using,
