So it has been about 9 months since I've played MWO. I see there are a lot of changes which has brought up some questions...
1. I take it you can not combine Clan mechs with IS mechs for an attack/defend drop match? My only choice is IS mechs. Is that because I'm contracted to House Steiner?
2. When doing an attack/defend drop match, it gives you two limitations: 4 mechs and 250(?) tons. What if I don't want to use 4 mechs? I would prefer to drop with 3 (2 heavies & 1 assault) that are under 250 tons. Is there any way to drop with less than 4 mechs? I'm not a light mech kind of player.
3. Is there any way to be contracted to more than 1 faction? Say my House Steiner & one of the Clans?
4. I am figuring a lot of the other things out on my own. Thanks in advance for help on getting me back into the game.

1. Correct, the tech bases are separate - if you're Clan, you can only use Clan mechs in CW and vice versa.
2. You must have 4 mechs. This means assaults tend to be rare in CW; you can run a couple heavies and a couple mediums if you REALLY don't want to bring a light, or consider bringing 3 big mechs and a space-filler Light you don't actually intend to use. As Inner Sphere, bringing a Pirate's Bane (so you can at least provide ECM coverage for one wave) or a Firestarter (for leaping/rushing generators) can be an effective way to save tonnage for your other mechs.
3. No. However, you can take short week long contracts, and change every week.
4. You're welcome!

So my contract length so Permanent with House Steiner. I take it I have to pay the 1.15M to break it and then when selecting contracts to make sure I look for an option that lets me do only 1 week at a time contracts.
It would be nice to jump back and forth between IS and Clan mechs. I need variety...

You can still play normal, non-community warfare matches in clan mechs.

I would like to try to complete some missions to gain some loyalty and bonus c-bills, etc. by playing Clan as well.

Unfortunately, yes, you have to pay the 1.15 M to break your contract then choose a shorter term one. The short term ones are listed on the right and the permanent (labeled as "pledge loyalty") is in the bottom box on that contract page.

2, unless it has been changed over the last few days the weight limit is 160-240 tons, you can take any combination of 4 Mechs to fit that weight limit, but you MUST take 4 Mechs
rewards for loyalty points have yet to be implememted but when they are, to get the top rewards will require a lot of loyalty points so if you want loyalty rewards it is probably best to mostly stick with a small number of factions who will not be fighting each other much because taking action directly against a faction will cost you loyalty points from that faction,
so if you want to be both a Clan and Steiner, alternating week to week then try to pick a Clan which Steiner is unlikely to be fighting anytime soon (prehaps Smoke Jaguar which also has the advantage of offering significantly better rewards than the other Clans at the moment), of course if you do not care which faction you join, and are not too bothered about the loyalty rewards, just look who is offering the best pay each week.

Back when I first started MWO I did my research and decided that House Steiner was who I wanted to side with. At the time only IS factions were available. Now with Clans being added (along with their mechs) I would like to also affiliate with just 1 clan. I agree with your thought of picking a clan that would be less likely to fight against House Steiner anytime soon. But I will do my research again and figure out which one interests me most.
Thank you everyone for your help. Now it's time to do some reading and save up 1.15M to break my permanent contract...
See ya out there!
