So I am not new to Mechwarrior but, I have an issue that i would hope to get solved.
I deposited 17mil into my clan Coffer Bank, is there any way to withdraw the coffers? or do I just have 17 mil in coffers laughing at me because i can't spend it.

No. You can't withdraw it in the GUI, maybe you can mail the support but I doubt they will do it.
There is no way currently to use that money, It's meant for companies only and based on a few early dev posts, intended to cover drop costs in CW and maybe planetary improvements.

Actually - unit coffers are apparently used for paying the fees involved in breaking contracts.

Yup. From what I understand it's 50K c-bills, per member, per day left on your contract.
